To answer the "loss?" question in the article from what I understand about credit card transaction costs I believe any single transaction under a dollar in Australia would be a loss sale. Buying multiple 89 cent tracks might make a profit depending on what the record company gets per sale.
Neither have the songs I want to buy.

JJJ vs ARIA. Interview today on Triple J discussing promo copies and how many ARIA employees get. I don't think promo copies and music downloads are the same thing, but ARIA employees (and most radio employees) do get free music on CD all the time. Do artists get a royalty from that free CD? Do ARIA employees ever go and buy a CD? Why bother when they get it for free? For the cover art? Maybe that's why they're so sure people wouldn't buy music if they get it for free. They don't.
